About Us
Diamond West, Inc., is a California corporation that provides multidisciplinary planning, engineering, and surveying services. Located in Calabasas and founded in 1996, Diamond West and its staff have an established history of serving the needs of both public and private sector clients.
Our staff includes licensed land surveyors, civil engineers, traffic engineers, and certified planners. We have staff members with wide-ranging professional backgrounds including direct experience working for public agencies in planning, transportation and engineering fields.
From start to finish, our diverse staff possesses broad-based expertise and experience that allows Diamond West to provide services though the life-cycle of a project, including preliminary due diligence, master planning, conceptual design, environmental review, public outreach/public acceptance, final design and construction.
Leadership
Dustin Woomer, AICP, LEED AP, CNU-A
Dustin is a Certified Planner who started his career as a planner in the late 1990’s. Working as a Planner for the cities of Fullerton and Calabasas, Dustin’s responsibilities included implementing master plan and specific plan projects, preparing of General Plan amendments, Zoning Code updates, processing development proposals, and conducting presentations before the decision-makers and community groups. In both the public and private sector, Dustin has been the project manager on several projects that required coordination with and approvals from various regulatory agencies including Coastal Commission, Regional Water Quality Control Board, Fish and Game, etc. As Chief Operating Officer, Director of Planning, Dustin’s responsibilities include budget, schedule and sub-consultant management, entitlement processing, environmental review and documentation, public outreach, specific plan preparation, land planning, constraints analysis, due diligence studies, intergovernmental relations, mitigation monitoring, condition compliance, and sustainable design/LEED® management and compliance..
William C. Cunningham III, PE
Bill has been providing civil engineering services for over 20 years. In his operation capacity, he oversees the work efforts and productivity of all civil engineering work within the company and coordinates the land surveying support services.
Prior to joining Diamond West, Inc., Bill worked with private consulting firms in California and Arizona. He has experience designing a variety of civil engineering projects and has been responsible for the design and production of construction documents for public agencies and private development ventures. Mr. Cunningham has an extensive public infrastructure background as well as design and master planning experience including public/institutional, large scale commercial & small retail, master planned communities and residential subdivisions. He specializes in site civil development including environmentally sensitive urban/suburban drainage design integrating Low-Impact Development (LID) water quality practices.
